SEI initially worked with the council to develop a 5-year strategic plan for meeting identified child care needs in Calaveras County, including data collection and analysis activities. Next, SEI was contracted to develop a 1-year Implementation Plan to operationalize the strategic plan to serve as a management and accountability tool. Following that, SEI conducted stakeholder data collection and analysis activities outlined in the first year Implementation Plan and developed databases and research tools for ongoing staff use. In 2002, SEI developed two executive summaries describing the outcomes of the above activities. One was a compilation of graphs and charts measuring the results of the family and provider surveys, and the other was a study of compensation levels of child care providers in the county. SEI contracted to develop a 10 year county wide Strategic Plan designed to support the healthy development and well being of children and youth ages 0-18. Both youth and adult volunteers were recruited and trained to serve as Community Advocates to support the process at a grassroots level. The process included a comprehensive assessment of community strengths, resources, and needs. The Strategic Plan resulted in a vision of the community created by the community, specific goals to be achieved, strategies to achieve those goals, a plan for evaluating progress and success, a resource plan to determine how to finance the strategies and sustain progress over time, and an implementation plan showing who would do what by when through the first year. In 2000, SEI conducted the first-ever, independent, comprehensive needs assessment of the Northeast Lake Tahoe region. SEI has worked for the past eight years with a broad network of local agencies to develop the Continuum of Care Homeless Services strategy for the Reno/Sparks/Washoe County area, coordinate quarterly counts of homelessness, document results, and develop the annual Continuum of Care funding application to the federal Housing and Urban Development Department (HUD) for program years 2001-02 through 2009-10. In one of those years, SEI also developed a strategic plan for the Reno Area Alliance for the Homeless. For the 2010?2011 Continuum, the focus was on maintaining existing activities that support a successful CoC, and revising systems, processes and goals to meet HUD’s new adoption of the HEARTH Act. SEI continued to facilitate the funding process while working to strengthen HMIS participation and ensuring greater accountability of grantees. SEI continued the positive development of RAAH while focusing on its long?term sustainability. This positioned the CoC to be competitive for new funding that may be available in 2010?2011 through the HEARTH Act. SEI utilized a five?phase approach. The five phases that occurred throughout the 12?month period of time included: Coordination and Communication, Data Collection and Facilitation, Training, CoC Subcommittee Facilitation, and Developing the CoC Strategy Document.
